

With the SAP Sovereign Cloud, the Walldorf-based software group intends to continue its commitment to sovereign cloud solutions in Europe. The offering was first presented in September 2025 and is intended to build on the existing partnerships with Capgemini, Sopra Steria and Mistral AI. SAP Sovereign Cloud is aimed at public authorities and critical infrastructure operators that process sensitive data, including personal data protected by the GDPR (such as health and identity data), state sovereignty data and business-critical operational data.
In the face of increasing demands for security, resilience and data sovereignty, SAP Sovereign Cloud is designed to enable organizations in France to modernize their critical systems while operating within a governance framework that complies with French regulations. The SecNumCloud reference framework developed by the French national cybersecurity authority ANSSI (Agence nationale de la sécurité des systèmes d'information) for trusted cloud environments is particularly important in this context.
Security and scalability
This initiative will be an important step in strengthening France's digital resilience and expanding the European ecosystem for sovereign cloud solutions. The planned launch is in line with SAP's long-term investments in sovereign cloud and AI capabilities in Europe.

Cloud platform Bleu
SAP Sovereign Cloud in France is to be provided on the Bleu cloud platform. Bleu is an independent French cloud company, founded by Orange and Capgemini, which is seeking SecNumCloud 3.2 security certification from ANSSI for its services. SAP will provide sovereign Software-as-a-Service (SaaS) offerings hosted and operated in France, enabling public authorities and regulated industries to leverage cloud innovation while complying with national regulatory requirements. SAP's approach is designed to meet these requirements as well as the highest standards in terms of security and governance. „This collaboration with SAP marks a decisive step for the French cloud ecosystem.
